Notice is hereby given that the Board of Supervisors of Cambridge Township, Crawford County, Pennsylvania, intend to consider and enact Ordinance 01 of 2021, an Ordinance amending the 2016 Cambridge Township Zoning Ordinance to provide regulations for solar energy systems, at its Regular Meeting scheduled for Monday, November 8, 2021, at the Municipal Building, located at 22530 Electric Drive, Cambridge Springs, Pennsylvania, beginning at 7:00 p.m. The title of the Ordinance is an Ordinance of Cambridge Township, Crawford County, Commonwealth of Pennsylvania, Amending the 2016 Cambridge Township Zoning Ordinance to Provide Regulations for Solar Energy Systems. A summary of the ordinance follows. Section 1 amends Article II, Section 201 to add or amend definitions to the ordinance pertinent to the solar energy regulations. Section 2 amends “Table 302A,” “Table 303A,” “Table 306A” and “Table 307A” of Article III, to add “Principal Solar Energy Systems (See Section 541)” as Conditional Uses in the Agricultural, Residential, Commercial and Industrial Zoning Districts. Section 3 amends “Table 406.4” of Article IV to add “Accessory Solar Energy Systems” as Permitted Accessory Uses in all Zoning Districts. Section 4 amends Article IV to add a new Section 412, with related subsections, to add supplemental regulations for Accessory Solar Energy Systems. Section 5 amends Article V to add a new Section 541, with related subsections, to add supplemental regulations for Principal Solar Energy Systems, including such things as additional application and design requirements, construction, installation and maintenance requirements, compliance with all applicable regulatory and safety requirements, requirements for emergency responder safety, and decommissioning when use ends. A new Section 541.2 adds regulations for required lot sizes, setbacks and height limits, ground cover under solar panels and screening, and security and access requirements. Section 6 provides for construction and severability of provisions found invalid. Section 7 repeals inconsistent ordinances, Section 8 ratifies all other provisions of the Zoning Ordinance and Section 9 makes the Ordinance effective five days following enactment.
